The site is free to use, and all you have to do is register and create a profile that represents your experience, education, and recommendations.

So, what are you doing? Believe it or not, there are millions of people on twitter who want to know. Following the real-life daily activities of friends and family members, or even your favorite celebrity has millions of people tweeting away every second on cell phones or online. Create your free account, upload a picture. Search for people you want to follow, and ask people to follow you. And, before you know it, you'll be tweeting away messages of no more than 140-characters.
