Phenix City struggles to balance next year's budget

PHENIX CITY, AL (WTVM) –  The Phenix City officials say it has been a struggle to put next year's budget together and balancing the budget will severely impacted the city's ability to provide services.

Officials are proposing a utility tax increase from three to five percent.

We are also told there will be no increase in pay for employee anticipated, and there will be no new employees hired.
