ATLANTA (AP) - Gov. Nathan Deal preached austerity in his first State of the State address pledging no additional money for the lottery-funded HOPE scholarship and freezing the state workforce at current lower levels.

Deal's budget plan - outlined in a speech to a joint session of the state Legislature on Wednesday - would provide $46 million in borrowing for new reservoirs and $32 million to deepen the port in Savannah.

The budget includes about 50 percent less borrowing than his Republican predecessor, Sonny Perdue.

The former congressman from Gainesville said the toughest challenge will be the loss of about $1 billion in federal stimulus dollars for the fiscal year that begins July 1.

Deal's budget blueprint must be approved by the Legislature.
