Columbus community reinvestment director to start Jan. 9

Last month, the City Manager Isaiah Hugley told City Council Amy Carbajal of St. Cloud, Florida will fill the position of Community Reinvestment Director. 

Amy has been the Principal Planner for the City of Kissimmee, Florida for the past ten-years. She has a Masters of Public Administration from the University of South Florida, a Bachelor of Arts Degree from the University of Central Florida and a Certificate of Community Real Estate Development from the University of South Florida.

In her role as Principal Planner for the City of Kissimmee, Mrs. Carbajal was the Community Development Manager for all grants, overseeing the Community Development Block Grant (CDBG) Entitlement program and all other state and federal grant programs and budgets, including State Housing Initiative Program (SHIP); the Neighborhood Stabilization Program (NSP); and Hurricane Housing Recovery Program (HHRP).

 She has managed consultants and contractors, ensured federal, state and local legal and policy compliance and overseen the construction of:

  •  An Expansion of a Recreation Facility (CDBG);
  • 2 Historic Rehabilitation Projects (CDBG);
  • 19 Single Family Home Acquisitions and Rehabs (NSP):
  • Sidewalk Installation (CDBG, CDBGR):
  • Development of Park (CDBG);
  • A 12 unit housing complex for women and children (HHRP);
  • A 10 Unit Townhome Project (Section 8, HHRP); and
  • 12 Single Family Infill Houses (HHRP).

Amy served as her community's Enterprise Zone Development Agency Chairperson and is credited with developing the Owner Occupancy Incentive Grant and creating the "Live Where You Work Grant Program" with the Community Redevelopment Agency.

Mrs. Carbajal started the Neighborhood Initiative Program for Kissimmee and partnered with residents to write Neighborhood Improvement Plans. She also partnered with the City's government television station to write and produce the "Neighborhood Show", featuring the residents and neighborhood associations and showcasing the unique characteristics and activities of each.

Amy Carbajal oversaw all aspects of transportation planning for the City of Kissimmee. She is a member of the American Planning Association/FAPA and is FEMA/NIMS Certified: 100-400, 700, All Hazards Planning Section Chief.

Amy will be filling the Director position vacated by Joe Riddle in June of 2010. Mrs. Carbajal is expected to start in her new position after the first of the new year.
