Proposal would send spare lottery funds to HOPE

ATLANTA (AP) - A Senate proposal would divert unclaimed state lottery funds to the HOPE scholarship and pre-K program.

Senate Bill 310, sponsored by GOP state Sen. Rick Jeffares of Locust Grove, would end the current practice of sending unclaimed money back to the lottery pool for future prizes or to programs related to treating gambling addiction.

State officials made massive cuts last year to the HOPE scholarship and the state's prekindergarten program, which is also funded by the lottery. Lottery proceeds haven't kept pace with rising tuition and skyrocketing enrollment and the program was set to go broke - prompting Gov. Nathan Deal to push the Legislature to overhaul HOPE last session to save the program.

But there are concerns that spending will continue to outstrip revenue.
