Assistant DA asks to set Billings Court murder suspect's bond at $1 M

COLUMBUS, GA (WXTX) -

A man connected to a murder in northeast Columbus was in court Tuesday morning for a bond hearing.

Holly Hearn, 28, was shot during an altercation on Billings Court on a Friday evening in late August of last year. Her husband was also injured; he was shot in the leg and buttocks.

Lonnie Ragan was arrested a short time later by Harris County Sheriff's Deputies and charged with murder and aggravated assault for the death of Hearn.

During a bond hearing on Tuesday morning, Hearn's husband testified that his children, who witnessed Hearn's brutal murder, are still traumatized.  He said if Ragan got out of jail, he would move from Columbus.

Assistant District Attorney LaRae Moore asked Superior Court Judge Gil McBride that Ragan's bond be set at $1 million. However, Judge McBride set his bond for murder at $600,000.

Ragan's attorney, Robin King, says that is excessive,  "The purpose of bail is to make sure he returns to court, not to make it impossible." She requested the bond to be set at $200,000 or $250,000.

Reagan is entitled to a bond because his case has not been taken to a grand jury within the 90-day timeframe – it has been over 200 days. 

ADA Moore hopes to present the case before a grand jury within the next 90 days. She told Newsleader 9 the delay in processing was partly due to the crime lab. She will also present two other charges dealing with the explosives Ragan is said to have been wearing during the shooting.

McBride told Moore and King he was concerned Ragan would commit another crime when he got out and was concerned for the safety of witnesses and the community.

If Ragan posts his bond, part of the judge's requirements banish Ragan from any counties in the Chattahoochee Judicial Circuit.  He may only return for court appearances.  Ragan must also pay for and wear an ankle bracelet and is prohibited from making contact with his biological father, who is said to have abused him in the past.
