One of Flagstaff's two wastewater treatment plants isn't producing reclaimed water of the cleanest grade, as was promised voters when they approved a costly upgrade.

The Arizona Daily Sun reports the cost of the upgrade to the Wildcat Hill plant has passed the $23.1 million estimate to $37 million and may increase further.

Most of the plant's treated water now goes into the Rio de Flag for groundwater replenishment, though some is used by golf courses.

According to city officials, that keeps it out of the city's reclaimed wastewater pipelines, which carry only the cleanest grade.

The problem is that the treated water still carries excess solids.

Officials say the plant's treated water doesn't reach Arizona Snowbowl, a ski area that uses reclaimed water from Flagstaff to make snow.
