TUCSON, AZ (CBS5) -

Two missing toddlers have been recovered in Mexico after being abducted by their non-custodial parents, according to the U.S. Marshals Service.

U.S. Marshals Service investigators worked with detectives from the Pima County Sheriff's Department as well as law enforcement in Mexico to recover 1-year-old Estella Lovemore and 2-year-old Caroline Oddo.

The case originates from suspicious conditions that surrounded an investigation involving Child Protective Services in Pima County because of injuries sustained to one of the girls.

Allegedly Luis Fernando Palacio, 26, fled to Sonora, Mexico in November of 2012 with Caroline after being ordered to return the child to the mother.

In January Danielle Nicole Lovemore, 22, then allegedly kidnapped her 1-year old daughter, who was in CPS custody, and fled to Mexico in an attempt to meet up with Palacio.

Lovemore and the two children were tracked by Mexican law enforcement Thursday to a residence in Hermosillo where they were taken in to custody.

Lovemore was deported to the United States and transported to the Pima County Jail.

The U.S. State Department's American Citizens Services are currently caring for the children pending their safe return to the United States.

United States Marshal for the District of Arizona, David Gonzales, said "International child abduction cases are the most difficult to execute due to conflicting parental agendas and international jurisdictions. The quick and safe return of these two children was paramount to all of the American and Mexican agencies that worked diligently on this case."
