FRANKLIN COUNTY, KS (KCTV) -
A missing mother was among the three found dead inside a Franklin County farmhouse as authorities issued an alert for the woman's missing 18-month-old daughter.
Authorities and family members have confirmed the identities of the three killed.
Confusion exists among law enforcement agencies about the status of a man in custody in connection with the slayings and the alert for Lana-Leigh Bailey, who turned 18 months old on Tuesday.
"Our priority is finding Lana," Franklin County Sheriff Jeff Richards said during a news conference Wednesday afternoon.
Andrew Stout, 30, was found dead inside his Franklin County farmhouse. His 21-year-old girlfriend, Kaylie Bailey, and his roommate, Steven Eugene White, 31, were also killed.
The Franklin County Sheriff's Office has asked for the Kansas Bureau of Investigation to issue an Amber Alert for Lana-Leigh Bailey, but KBI has denied the request.
Family members are hopeful that the missing toddler will be found alive. Lana-Leigh and her mother were last seen on May 1 as they were en route to Stout's home in the 3100 block of Georgia Road near Pomona.
Kyle Flack, 27, who also lived there with Stout and two other men, was reportedly taken into custody. KBI said in a news release that Flack is a suspect in the triple homicide, but Franklin County Sheriff Jeff Richards insisted that the man is just a person of interest who is being questioned.
Bailey's missing Corolla was found about 8:30 p.m. Tuesday in Emporia. Flack and two others were taken into custody about 2:30 a.m. Wednesday in Emporia.
White's son, Carla Fisher, said she is devastated. She said she wants to know what happened, and fears the killings are drug related.
"I wouldn't have a clue who would did this," she said.
She said those responsible should receive the death penalty.
Earlier in the week, Richards and Olathe police had sidestepped questions about why an Amber Alert or endangered child alert was not issued sooner for Bailey's daughter.
Wednesday afternoon, Richards explained that the child's disappearance previously hadn't met the Amber Alert criteria. He said once the mother's death was confirmed that the request was made.
Kaylie Bailey's family members were told that her identification had been confirmed about 1 p.m. The sheriff's office requested that KBI issued the Amber Alert at 3:43 p.m.
A spokesman for KBI said an alert would have been issued on Monday for Lana when the bodies were found, but it's too late now to do so.
Lana-Leigh Bailey is 2 feet tall and weighs about 30 pounds. She has light brown hair and blue eyes. The toddler and her mother were last seen en route to the farmhouse in the Corolla, which high has license plate Kansas tag plate 618DAA with a tag on front saying "Shawna's toy" and duct tape on passenger side mirror.
The sheriff's office handling of the case has been criticized after they failed to discover the bodies during their initial visit to the farmhouse. Three friends of Stout's said they found Bailey's body about 12:15 p.m. Monday when they went to the farmhouse to feed Stout's pets and smelled a horrible odor.
Bailey's father last week reported her and her daughter missing to police in Olathe. A spokesman for the Olathe Police Department said Wednesday that any Amber Alert would have to be issued by Franklin County since that is where Bailey was found dead.
The second body was found about sometime on Monday. The third body was found inside the residence at 8 a.m. Tuesday.
In a statement issued Wednesday morning, Richards thanked the public for their cooperation and support.
"Members of law enforcement are working around the clock on this investigation," he said. "This case and identifying the deceased are our highest priorities. Anytime there are deceased persons unidentified the public should remain vigilant and contact the sheriff's office with any information that would aid us in the investigation."
