NEW HANOVER COUNTY, NC (WECT) – New Hanover County Commission Chairman Woody White is officially running for congress.

First though, White will have to face David Rouzer in the Republican Primary. Rouzer lost to Congressman Mike McIntyre in the last election by less than 700 votes.

White is confident in his campaign and does not think he has an uphill battle against Rouzer in the primary.

"Folks in this district want a winner," White said. "They want someone who's going to go to Washington to change the tone. They don't want a classic insider like David Rouzer, so his base has eroded. His money base has migrated to us, and we are excited about our prospects."

Rouzer beleives his name recognition and fundraising network will give him an advantage in the primary.

"I never like to favor myself as a favorite for anything because because I always enjoy and favor the role of being the underdog, but certainly all the work and money that has been invested in this campaign, certainly puts us in a very, very good position," Rouzer said.

White said he planned to announce his candidacy Friday, but McIntyre's announcement to retire at the end of his term caused him to speed up the process.

Commissioner Jonathan Barfield (D) also plans to run in the Democratic Primary in May.
