(CNN) – U.S. health officials are considering an experimental fertilization technique that makes it possible to create a baby from the DNA of three people.

A Food and Drug Administration panel held two days of hearings on the procedure.

Scientists say it could prevent babies from inheriting genetic material from a mother's egg and replace it with healthy material from another woman.

The fertilized egg is then implanted into the mother.

Critics say it opens the door to creating so-called "designer babies."
