MONTGOMERY, AL (WSFA) -

The League of American Bicyclists has released its 2014 Bicycle Friendly State list, and Alabama is ranked last.

Each year the league ranks all 50 states on how "bikeable" they are. The rankings are based on a survey completed by state departments of transportation and state bicycling advocates.

This year, Alabama had 17.4 overall points out of 100. This was up from 12.3 in 2013, according to Alabama's report card.

Alabama scored low in the areas of legislation and enforcement, infrastructure and funding, and evaluation and planning.

Despite the low ranking, Alabama had five "signs of success," including having an active state advocacy group, a state bicycle plan, bicycle education for police, a bicycle safety emphasis in strategic highway safety plan, and being a top 10 state for congestion mitigation and air quality spending.

The league had numerous recommendations for the state, including adopting a safe passing law with a minimum distance of three feet, adding language to the driver's license test that addresses interaction between cars and bicycles, and conducting a share the road campaign.

Washington state was once again ranked #1 on the list.
