Magna Publications recently announced the release of two Title IX online courses focused on the April 29 guidelines issued by the White House Task Force to Protect Students from Sexual Assault and the U.S. Department of Educations Office for Civil Rights. On April 29, the White House released Not Alone: The First Report of the White House Task Force to Protect Students from Sexual Assault. On the same day, the U.S. Department of Educations Office for Civil Rights issued Questions and Answers on Title IX Sexual Violence, which the Department says should be taken as a significant guidance document. Building off these recent guidelines, Peter F. Lake, Charles A. Dana chair and director of the Center for Excellence in Higher Education Law and Policy at Stetson University College of Law, developed two Title IX Magna Online Courses, Title IX for Students: What You Need to Know and Title IX for Faculty: Your Role in Helping Students, to account for the changes to university accountability under the Title IX law.

I think weve taken this great step forward, Lake said of the recent Title IX guidance. [Universities and colleges are] starting to realize that there are interconnected educational goals, and that were fighting a common battle and addressing multiple issues simultaneously. Title IX does not exist in a vacuum.

Using educational tools and integrating Title IX into our educational missions give us the greatest chance of complying with the spirit of Title IX, he added.

Title IX for Students: What You Need to Know is aimed at providing students with the critical information on Title IX and sexual harassment they need, not only to fulfill the federal mandate, but also in case an incident should occur. Through a combination of video, written commentary, student discussion and a retention-affirming assessment, this course will enable students to:
     Understand what Title IX is and why it exists
     Summarize what is meant by sexual discrimination, sexual harassment, sexual violence                
        and a hostile environment
     Understand diversity issues in Title IX, such as LGBTQ and disability issues
     Learn about the prevalence of sexual violence on campus
     Understand how sexual violence impacts victims.
     Define consent and welcomeness
     Understand how alcohol and drugs are used by predators to facilitate sexual violence
     Learn the basic rights of every student under Title IX
     Report incidents, and understand how Title IX protects against retaliation

Title IX for Faculty: Your Role in Helping Students focuses on faculty and staff development, providing professionals in higher education with the resources to better understand Title IX and learn what measures they can take to contribute to a positive culture of proactive compliance at their university. This content-rich course will give participants important insights about their responsibilities as members of the campus community as well as their role in fostering a culture of safety, respect and compliance with both the letter and spirit of the law. Through a combination of video and written commentary, the course will enable participants to:
     Understand the evolution of Title IX
     Articulate what is meant by sex discrimination, sexual harassment, sexual violence, a
        hostile environment and responsible employees
     Know when to contact a campus Title IX coordinator for questions or concerns
     Learn how to respond to a student who may have experienced sexual violence
     Appreciate the impact sexual violence has on victims, and the potential for re-victimization
     Explain to students:
             o The available support services on and off campus, including confidential reporting
                 options
             o A students right to file a complaint
             o An employees potential obligation to report incidents

Synthesizing the April 29 guidance with existing guidance and mandates from OCR, the Clery Act, the Violence Against Women Reauthorization Act, and federal and state privacy laws will be something of a struggle, not only for individual campuses, but also for higher education as a whole, as well as the federal government itself, Lake said. Were only in the first inning.
